Instructional Level
Intermediate --- Builds upon the learner's foundational knowledge, familiarity with the literature and/or experience in a content area. Programming at this level includes more depth than at a beginning level program. It could also serve as a refresher course for individuals who have background in a content area and are interested in learning more contemporary applications.


Course Description and Target Audience
This course will present at least 3 case vignettes that highlight ethical challenges in the context of making clinical decisions. Rural cultural factors will be integrated throughout all of the vignettes and the entire presentation. In addition, I will address unique needs of diverse communities within rural communities, including Indigenous, Black, Latinx, and New American communities, as well as LGBTQIA+ individuals. Examples will be drawn from clinical experience and discussion and didactic information will both be supported by literature from the ethical practice of psychology.

The presenter will identify the potential restrictions of jurisdictional regulations and laws in the application of ethical decision-making.

This content does engage most people with opportunities for self-reflection. This can result in feelings of stress and/or distress, but such risks are minimal.

The target audience is mental health providers (advanced doctoral level psychology trainees, psychologists in practice, master’s level clinicians, etc).

There are no known risks to this presentation.

Learning Objectives

  • Participants will be able to identify at least three (3) ethical challenges of particular relevance to providing rural behavioral health services.
  • Participants will be able to list at least four (4) ways in which rural settings and social context impact ethical and clinical decision-making.
  • Participants will be able to apply clinical judgment and ethical decision-making steps to at least three (3) cases involving confidentiality, multiple relationships, competence, and privacy.


Presenter Information

Cindy Juntunen is a licensed psychologist in North Dakota and the Associate Provost/Dean for Research and Graduate Studies at California State University, Monterey Bay. During her 22 years on the Counseling Psychology faculty at the University of North Dakota, she taught ethics for 20 years and frequently provides continuing education in ethics for several groups, including workshops at the American Psychological Association. She led rural psychology and integrated care training programs through HRSA-funded Behavioral Health Workforce Education and Training and Graduate Psychology Education grants from 2010-2021. She has served as a member of the North Dakota State Board of Psychologist Examiners, and has published in the areas of both rurality and ethics.

Video Homestudy Format

CE’s for this homestudy training will be earned through completing the following tasks:

  • Watch the presentation video and review all provided documents in their entirety.
  • Pass the post-test questionnaire with at least 80% correct.


A program evaluation form will be provided to all who registered following the training. Please be sure to complete this form since your feedback helps direct future CE programming from our organization.

Registration Cost

This cost includes video links, materials, and tests required to obtain CE’s. Your CE certificate will be made available to you upon successful completion of the training (80% or higher on exam).
